I would like to know the rules on baseraping when all flags are not taken..such as 5 or 6 people in uncaps spawn killing..It didn't use to be this way. I'm not talking about just to blow up assets..I am talking about spawn killing...

Baseraping with Infantry, Ground vehicles and Blackhawks has always been allowed. If your getting spawn raped then how about you change your spawn points because really the only ones that get spawn raped are the ones that wait for the heli or jet the whole round.
